effectively and expeditiously and to conduct its proceedings in a manner proportional to the significance of the issues and the complexity of the complaint before it and the public interest, including through the efficient use of public resources.</Text></Section><Section lims:inforce-start-date="2022-01-31" lims:enacted-date="2022-01-31" lims:lastAmendedDate="2022-01-31" lims:fid="1337735" non-compliance</MarginalNote><Label>3</Label><Subsection lims:inforce-start-date="2022-01-31" lims:enacted-date="2022-01-31" lims:fid="1337740" lims:id="1337740"><Label>(1)</Label><Text>A failure to comply with these Rules is an irregularity and does not render a proceeding or a step, document or order in a proceeding a nullity.</Text></Subsection><Subsection lims:inforce-start-date="2022-01-31" with compliance with a rule in whole or in part, in order to deal with all matters as informally and expeditiously as the circumstances and considerations of fairness
