Her Excellency the Governor General in Council, on the recommendation of the Prime Minister, pursuant to paragraph 2(a) of the Public Service Rearrangement and Transfer of Duties Act, hereby transfers from the Minister of Human Resources Development to be styled Minister of Social Development to the Minister of State to be styled Minister of Human Resources and Skills Development the control and supervision of that portion of the public service known as the Department of Human Resources and Skills Development over which the Minister of State to be styled Minister of Human Resources and Skills Development shall preside, effective December 12, 2003.
